Vocalization near Washington, District of Columbia (2006)

On another night on duty the witness heard what sounded like a small girl giggling, feet slapping concrete, and a ball bouncing on a ramp where a child was said to have been run over. Nothing was visible as the sounds approached. The witness left and thereafter avoided going there alone after dark.
